The healthcare financing reform in Ukraine motivates local authorities to develop local medical strategies and implement new tools to improve medical care for city residents.
SITUATION

The city council deputies of Lviv decided to create three territorial medical associations (TMOs) by merging 9 medical institutions according to their activity profiles, in order to manage the institutions more effectively and provide better medical care to the city's residents.
To determine the development strategy for the TMOs and further the medical strategy for the city, the city leaders wanted to understand the current status of the institutions in terms of management, financial condition, and quality of medical care, as well as what strategic goals should be set for the newly created TMOs.
